By the time the draft national Information and Communication Technology (ICT) policy is put into use, the Ministry of Communications Technology (CommTech) has promised to annually publish progress report on implementation developments.
This is coming as the Federal Government is working on the
national plan to resolve the lingering challenges on right of ways for the
operators in the sector.
These insights were contained in the draft national ICT
policy, a copy of which was made available to ITRealms Online by the Special
Adviser on Media to the CommTech Minister, Mrs. Efem Nkanga.
Accordingly to the draft policy, specifically on Section 8,
which deals on policy implementation and review, the CommTech Ministry stated
that successful implementation of any national policy programme must
incorporate monitoring and review.
To this, the Ministry assured that the national ICT policy
would as matter of fact, be used to develop Action Plans for the ICT sector.
Additionally, it would serve as a guide for developing some
sub-sectoral policies and specific implementation guidelines as appropriate,
stressing that the Ministry would ensure the publication of progress reports
annually.
“An effective monitoring and review process shall be put in
place and annual reports on ICT development in Nigeria will be prepared and
published by the Ministry,” part of the draft policy read.
Equally, the policy objectives for the management of
government owned and government influenced assets tagged “Scarce Natural
Resources,” is to ensure effective planning, allocation, licensing, assignment
and monitoring of spectrum; to ensure judicious allocation of numbers; to devise
a national plan
for allocation of
right of way
for all tiers
of government; and to devise a national plan for effective coordination
of Nigerian’s orbital space.
The finalization of the national ICT policy, it was noted
would bring to an end the result of the harmonization of various existing ICT
related policies, laws and committee reports.
The draft harmonized policy, the ministry said has taken
into account the background, history and problems facing the ICT industry in
Nigeria, adding that there was further extensive consultation even during the
harmonization process.
“To the extent that is possible, the interest, views and
opinions of every relevant organization were sought and taken into account. The
National ICT Policy is, therefore, all inclusive,” part of the draft policy.
