The Internet Corporation for Assigned Names and Numbers (ICANN)
has release the revised Rights Protection Mechanisms (RPM) on the new generic
Top Level Domain (gTLD), reports ITRealms.
The executive summary of the revised mechanism available to ITRealms, ICANN stated that this report released Sunday evening, provides
supporting data and analysis on the effectiveness of the rights protection
mechanisms established as safeguards in the new gTLD Programme.
ICANN also indicated that particularly, the review examines
the data and input in many of the key areas relating to protection of trademark
rights in the domain name system, including the Trademark Clearinghouse,
Uniform Rapid Suspension system, and Post-Delegation Dispute Resolution
Procedures.
This, ITRealms report, represents the culmination of over 12
months of work during which staff compiled and analyzed quantitative and
qualitative data on the usage of all rights protection mechanisms. A draft of
this report was published for public comment on 2 February 2015, and was
updated and revised based on the feedback received.
ITRealms gathered that this review is expected to support
consideration of rights protection mechanisms in the Domain Name System (DNS)
and to serve as an input to various planned activities such as possible policy
discussions in the GNSO, an independent review of the Trademark Clearinghouse,
as well reviews of the programme’s impact on competition, consumer trust, and
consumer choice.
Further, ITRealms reports that as detailed in this report,
the Internet community highlighted a number of issues and suggestions relating
to key RPM processes, ICANN intends to address the suggested operational
improvements prior to implementation with accredited service providers, while
some of the other areas identified could be considered in future policy
development discussions.
This report, ICANN officials said, will also be useful input
to support other efforts such as the Governmental Advisory Committee (GAC)-recommended
independent review of Trademark Clearinghouse, the GNSO Issue Report, and the
CCT Review Team charged with assessing the effectiveness of safeguards put in
place to mitigate issues in the new gTLD Programme.
